The Manukau City Council tried to control street prostitution back in 2005 with the “Manukau City Council (Control of Street Prostitution) Bill”. This bill aimed to let the council ban prostitution businesses in specific public places. While establishments like Sexy Angels Club, Bee Bee Bloom, La Fleur, and Dark Angels Elite Escort Agency operated legally under national law, street prostitution remained a visible issue in areas like Hunters Corner.

Resident Concerns and Legislative Push

Residents and business owners felt increasingly unsafe. They reported feeling intimidated and concerned about the activity. The council argued the problem continued unabated and pushed for local control, leading to the “Manukau City Council (Regulation of Prostitution in Specified Places) Bill” in 2010. This was another attempt to authorize bylaws prohibiting street soliciting and related activities.

Enforcement Challenges and Outcomes

Tactics like sending letters to clients identified via car registrations were tried but had limited effect. The council felt national law didn’t give them enough tools. Despite local efforts, the 2010 bill, like the 2005 one, ultimately failed. It was defeated in Parliament in February 2015.

National Legal Framework

Prostitution in New Zealand remains decriminalized nationally, limiting the ability of local councils like Manukau (now part of Auckland Council) to implement outright bans in specific areas.
